I cannot ping 67.215.65.132 either, but was able to ping 209.183.226.152 which is the ip address of the main site.
I have no problems accessing the site itself.
Try running a tracert to www.techguy.org
I still think it may be a problem with your ISP and your IP address.
Have you contacted the site admin as I suggested?

Just an update apparently my pc is attacking the foruns firewall
and i get blocked

Try running all the usual malware checks, including a good antirootkit programme.
BTW: Until your problem is actually solved, you may wish to remove the solved prefix from your thread title.

Howard there is no scan i havent run
cant find anything to explain it
I have a static ip so im stuck unless i contact my isp and ask them to change it

This is a very weird situation and that's for sure.
The only other possible explanation I can come up with right now is you IP address may be on a BOGON list. If this is the case, you will need to contact your ISP and tell them the problems you are having, also mention whether your IP address could be on a BOGON list.
If I think of anything else I will let you know.

So you know anything about wireshark
was suggested to run it in TSG

It wouldn't hurt to run it, but I doubt very much if it would help you to pinpoint the problem.
Whenever it's only one or two websites your having difficulty with, it makes sense to assume either 1, the website in question has a problem or your ip has been banned or blocked 2, it's DNS related, or ISP related, which can include BOGON issues.
Since I know you can access the sites with no problem using a proxy server, I must conclude that this is something to do with your IP address and your ISP.

They suggested i run it to see if i could pick up the site being attacked
but as im locked out again its too late

had added TSG to trusted sites ie
but
had the server requires verification ticked
ffs that simple
