I`d advise you do both.
The instructions I gave you tell you exactly how to go about testing your ram.

Do the test first then see what it says, then try running a game without the RAM in and see what happens.

Well I took out the 1 gig. Bf2 ran for a bit, not very long though. I can get more out of it with the gig in. World of Warcraft was interesting though. I got a few hours out of it for one thing, and when it crashed, it came up with a couple errors. I'm putting up a link to media fire because the files were too big to attach. They're a text document of the error that I can send to Blizzard in case you were interested, as well as the pop-up error window in a screenshot.

I`m really sorry mate, but you need to understand, I think you have a hardware problem.
Based on everything we`ve seen thus far, it looks like a mobo problem.
You`ve tested your ram and found no errors, so let`s assume your ram is ok.
You`ve tried using different video drivers and still no change.
You`ve tried a new psu and still the 3.3v rail is well below what it should be. This tells me that you`ve either been incredibly unlucky and have a new psu with exactly the same problem as your old psu, or more likely, this is a problem with your mobo itself.
The only other possibility I can think of, is your video card is faulty.
