Usually these things just work - on some tellies you have to tune the channel to the laptop output. RTFM might be a good idea!

Sorry - I have no idea as I am not a telly engineer - suggest the TV manual might help if you look under tuning to external inputs or something like that - in the same way that you have to tell the thing what channel your DVD player is running.

Where in the world are you as that will make a difference on how your tv will work in relation to your laptop? We also need to know what version of windows you are using.
The yellow (video) red and white (audio left and right) plugs are known as component video. We need to know if you are plugging them up to a component input or if you are plugging them uo to a component to scart adapter.
Which ever way you are connecting it up, your tv will need to be switched to the correct "av" channel and the graphics software on your laptop will need to be set to look for the tv in order to work.

And a further comment from me - don't forget that you might have to reboot the laptop for it to "see" the new display.

Can you check it with another system?

Right click on an empty part of your background and select properties from the menu, then settings. Click the identify button and see if you get a large 1 on you laptop screen and a large 2 on your tv.
Do that with the cable connected and your tv turned on and set to av.

Ok, does the cable to your tv connect to the same port on the laptop as the monitor did? If so i think you may have the wrong cable.
Let me know the make and model of your laptop and i will see what information i can google on it to be sure.

On the ebay listing under Product Specifications it says "Please make sure your VGA card supports TV signal output." I can't find any information on your laptop about that at all.
[Edit] When you had a look at display properties, did it look anything like this?
[Yet another edit] I just found this - http://www.intel.com/products/chipsets/gma900/index.htm it's all about your graphics "card", there is absolutely no mention of tv support anywhere that I can see.
