Im a smoker and i clean my pc out twice a year, more often if i can be bothered or the cpu temperature rises.

You can simply and cheaply (almost free) make some foam filters to cover any intakes/grills of your PC case (inside of course, it looks damn ugly on the outside). that thin foam stuff that is not too dense is ideal, the sort of stuff that comes in motherboard boxes and the like. pair of scissors and some sticky tape is all that is required.
Every now and then remove the foam and give it a swill under the tap, dry out and refit.
Can I have a Blue Peter badge for that tip ?

Can I have a Blue Peter badge for that tip ? | Get yourself an Antec case and you will find the filters already there! Mark you, Antec are not very clever about telling you how to get them out!
