Keyboard not working

Alright so my neighbor has this problem where his keyboard pretty much won't work. You have to hold in a key for like 5 seconds before the letter or number or even the caps lock or the num key will work. I tried updating drivers and that didn't work. A IT guy at my dads work said to try looking at the processes and to see if there was a ton of things running. That was all fine. From what I could tell it was all the normal stuff. I would post a hijack log but I am gonna have to see if I can bring it to my house so I can do all that stuff. So in the meantime if anybody has any suggestions about this weird problem. Also he is running XP Media Center edition 2005. Its also a HP pavilion a1520n.
Oh also his keyboard is a PS/2 one. I tried hooking it up with a adapter so that it goes into a USB slot but that didn't work either. Oh and it does it with ALL keyboards.

try this here it says to "hold down shift key for 10 seconds" it called, "windows sticky key". maybe its that.

I don't think a hijack log will show anything - the last time I came across this (almost the same) I had to reinstall Windows to clear it - for a long time I thought it was a motherboard fault but then a USB keyboard was no better than a PS2 so that didn't seem logical.
If it isn't sticky keys then that is what I would do.

Maybe this will help: How to troubleshoot keyboard issues that you may experience when you use a Microsoft keyboard

Just remove the keyboard from Device Manager while in safe mode, then let Windows re-install it.

Ok so it was the windows stiky keys. I held the shift key down and it worked. But then after the computer restarted or shut down then was turned back on it went back to not working. So is there some setting or something I can change?

Make sure the sticky keys option is not ticked in the Accessibility options page (on control panel)
