Slow computerafter installing windows 7

Hey guys i installed Windows 7 Ultimate 32 bit on my comp just a couple of days ago, and now it seems to be screwing everything up xD

The only time when it's not horrendously slow or freezing randomly (each freeze lasts about 5 minutes) is when i'm not doing anything (apps open but not active). When i start installing something from a disk, it'll start freezing every 4 minutes or so and the cpu usage has been a lot higher than on XP. It's on 48-53% as i'm writing this, i have control panel,system infomration,xfire,steam and internet explorer with 6 tabs open, all this should not take up 50% cpu usage :O

My spec:
AMD 5600 processor
ATI 4850 graphics card
Abit AN52 motherboard
OCZ PC2-6400 2gb (2x1) platinum ram
Phoenix bios, not sure what version :P
Western digital 250 gb hard drive

I've tried plugging the hdd to sata 2, reinstalling, disabling system restore, used driver checker, the only thing it updated was my realtek sound driver. Help, please? anyone? xD

here is what I'll check:
1. RAM test - memtest
2. HDD test - chkdsk /r or utility from the manufacturer
3. Drivers of devices, try updating it.
4. Power supply.
