How to prevent someone from using an account

Ever since my brothers computer broke all he does is get on mine. He constantly changes my background image to something obscene and says vulgar things to my friends that message me. I've thought about putting a password on my account, but that can be easily bypassed by running in safe mode and using the administrator account to remove the password (I've done this before on a computer in my house that nobody remember the password for). I'm tired of him getting on my computer and messing things up and was wondering if anyone knew of a program that could lock down my computer and require one to enter a password if they wish to use anything.

Simple:
1. Password your Windows account - this stops him from getting in to yours
2 .Password the built in Admin account - this will stop him from using the Safe Mode route and circumventing your password
3. Turn the Guest account off
4. Give him his own Limited account if you want to allow him to use the PC, if not then dont make one

5. Get him to sort his own pc out.
