Are you attempting this under Administrator or general user privileges?
Stuff like this is usually done under the Administrator account/privileges.

Is it much of an issue tho? All the help and support centre really does is tell you things you already know.

I want it working Rik
Tried this as well Quote:
To resolve the problem, download Wscfix fix available below, and run it. Click the Inspect and Fix button once, and then restart Windows for the changes to take effect. Note that this utility requires administrator credentials to run correctly. http://windowsxp.mvps.org/utils/wscfix.zip | still not worky

You could try copying what you deleted from another computer.

Judging by all the aggro you have had from this machine, if it was mine it would either be a reformat or a flying lesson off the end of the pier. No messing.

You're going to take your PC on a long walk to a short pier
It's good for them to get out and about every so often.

Have you tried running Windows Updates?
Not sure Dial-a-fix deals with this but it can't hurt to re-register everything.
Download Dial-a-Fix by djlizard, save it to the desktop then extract it to it's own folder. - Open the folder and run Dial-a-fix.exe
- 2 windows will open. Close the one in the background labeled Restrictive Policies
- Check the box in section 1, Empty temp folders.
- Check the box in section 2, Fix Windows Installer.
- Check the box in section 4, labeled SSL/HTTPS/Cryptography. The 4 boxes under it should be pre-checked
- Check all boxes in Section 5, labeled Registration Center.
- Click Go
- OK any error messages if received, but write them down and post them here.
- Restart the computer when done.

- The Registry Editor should open.
- Navigate to the following registry key.
HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Windows/CurrentVersion/App Paths - Double-click on HELPCTR.EXE
- Right-Click (Default) in the right window pane, and click Modify.
- Type the following:
C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe - Click OK.
- Exit the Registry Editor, and restart Windows.

I still think the pier idea would be more fun.
