I think it would probably be easier to just do a complete reinstall. Sounds like its a mess.
Out of curiosity did you run any AV scans or anything? Something could have gotten on there and screwed stuff up. Check out this guide --> Malware Removal Guide - Read Before Posting

Wow ya with all that security stuff on there you should be squeaky clean!

Ya a clean install is probably the easiest route. I honestly wouldn't have the first Idea on how to fix it. Sounds like maybe a windows file got messed up or something. You could try a repair on the OS. Maybe that will help, or fix it. Worth a try before you do a complete reinstall.

If you try to install Spore without removing the CC then problems will occur

Any chance you can use system restore and take it back and make sure CC is gone completely

The other thing to try is make a new account and try to install

You can always contact EA Technical Support and tell them the problem. they are usually quite helpful
