The U.S. has a 65-70% recidivism rate just for our prisoners.
If 5 or 10 or 20 of 200 terrorist suspects go back to terrorism, that's still a much
lower rate than this country averages. Of the more than 500 detainees who have
been transferred from Defense Department custody, 18 allegedly have resumed
terrorist activities.
Special Ops soldiers may start killing more suspected terrorists rather than
capturing them. Better that than fighting the terrorists twice or more.
It'll all come out in the wash.
