I don't think so .... massive egos are more likely to "blame" for wars, if anything.
Don't forget that behind many a war monger, there's a lovely little woman whispering sweet somethings in their ear.

There are remedies in pill form that a woman could take, if PMSing, but it's best to use it to one's advantage, especially when in a position of power.
