Some one on here had me turn off my system restore to fix another problem never able to get it back on again.

Do you get an error ?
How much free hard space do you have please?
The System Restore Service is not running?
Open Administrative Tools,
click Computer Management, and then click Services and Applications.
Click Services, and double-click System Restore Services from the
list. Verify the service is started and running. If not, under
Service status, click Start and change the startup type to Automatic"

If you were told to disable system restore as part of a malware removal process, you would have been told to put it back on again.
Find your malware removal thread and follow the instructions in there for turning it back on.

To re-enable the System Restore Utility
Right click the My Computer icon on the Desktop and click on Properties.
Click on the System Restore tab.
Remove the check mark next to Turn off System Restore on All Drives
Click the OK button.
You were already told this by EvilFantasy when he was helping you in your IE Pop up thread here [SOLVED] Get pop up from ie even when not useing ie check logs
You obviously have a problem following and carrying out instructions

have u tried using the system restore under safe mode???
if not i would rocommend doing wot klunk said.

I did follow instruction and i got it fix i think what black mirror told me to do work just replying back so other know it worked.
