I suspect that the Rome project has something to do with study of how people lived, their psychology, city layout which would possibly in some way hint at class structures and political implications and bla-bla-bla-bla ... You know, that sort of stuff? But Albert, you have probably succinctly summarized the net result of probably a lot of money spent to keep some 'lettered' scholars employed.
