With RCA connectors they are colour coded, so all you have to do is match the colours up. If you have a cable that has the same colour ends on it, then you can use your one, but by the looks of it, all it is is a Component to S-Video adapter.

For example you could use it to convert a Component cable from a DVD player to S-Video, for a TV that does not have Component inputs (almost all CRT TV's).

I can't tell you whether you can use it with your monitor or not, because I don't know what you're trying to plug into it or whether your monitor even has Component in/output.
